United States regulators said Thursday that a leak in Exxon Mobil’s Pegasus pipeline, which spilled thousands of barrels of crude oil into a small Arkansas town in March, was caused by a manufacturing defect, and that the line will remain closed until it can be safely restarted. A review of the accident, which was administered by Hurst Metallurgical Research Laboratory, discovered that the pipeline breach “resulted from an original manufacturing defect of the electronic resistance welded pipe,” according to a spokesman for the Pipeline and Hazardous Materials Safety Administration.
